John Hoeven (R-N.D.) predicted Wednesday that bipartisan energy efficiency legislation heading to the Senate floor faces a grim future unless it eventually includes language to advance the Keystone XL oil pipeline. A broad energy efficiency bill sponsored by Sens. Jeanne Shaheen (D-N.H.) and Rob Portman (R-Ohio) is believed to be coming to the Senate floor in late July. Hoeven, who is weighing offering a Keystone amendment to the bill, said there's not enough Republican support for the legislation on Capitol Hill unless it includes Keystone.
