[NOAA] found that the population of Gulf of Maine cod -- a critical commercial species here -- was about 20 percent of its rebuilding target.... "This year has been the worst I've ever seen it," said John Our, who has caught only 500 of the 180,000 pounds of cod he was allotted this year and has shifted his focus to dogfish instead.
