Federal agencies that want to build dams or roads or pursue any other project could decide on their own whether they would harm a protected species. The bureaucrats -- not the scientists -- would be in charge. Federal agencies would be far more likely to to protect their own projects than to protect threatened wildlife. Currently agencies must consult biologists and other scientific experts at the U.S. Fish and Wildlife Service or the National Marine Fisheries Service before they are allowed to proceed on proposed projects that could adversely affect species.
